Bilineal succession

I was just wondering about strict bilineal sucecession...is it basically because of this that the amount of Zoroastrians have been falling by 10% a decade since the forties? I dont mean to criticise, as I can see the virtues of strict heriditary succession, but won't this eventually result in the religion disappearing? I'm not sure if any God would intend that...
